The potential loss of life in low-lying areas was seen as the consequence of the 1970 Bhola cyclone that traveled northward through the Bay of Bengal, producing a 12-m-high wall of water that drowned a half million people in Bangladesh (Fitzgerald et al. 2008). The cyclone, which struck Bangladesh on the night of 29-30 April, 1991, was particularly severe, causing widespread damage, killing 138,882 people and causing damage in excess of 1.5 billion dollars (Hossain et al. 2006; NOAA 2012). The tropical cyclone devastated the coastal area southeast of Bangladesh, which is Chittagong, with winds in excess of 130kts and a 20-foot storm surge (NOAA 2012). The landfall time of the globe nearly coincided with the time of high tide, which was the order of five and a half meters high on the coast on that day. The wind speed exceeded 200 kph, lashing the densely populated southeastern coastal areas and the offshore islands of the bay of Bengal. A huge amount of damages to life and property were reported in the islands and in the coastal regions (RSMC 1992). Most deaths were from drowning, with the highest mortality among children and the elderly (Odow 2015).
