    Weather conditions were less than favorable not only during the flight but before. Unfortunately, accidents happen in which crew members and passengers are injured or killed. Learning from mistakes is one key factor to preventing some accidents that can occur. The NTSB has made advancements in the way they conduct accident investigations and the findings and recommendations could potentially save more lives in the future. Evaluation of Accident Report Flight 8284 On January 27, 2009 Empire Flight 8284 departed from Fort Worth Alliance Airport, Fort Worth, Texas at 0313 Central Standard Time on its way to Lubbock Preston Smith International Airport. FedEx Corporation held the registration of the Aerospace Alenia ATR 42-320, N902FX aircraft; HOWEVER, Empire Airlines operated the aircraft transporting cargo for FedEx Corporation. Weather conditions prior to flight were less than desirable. On January 26, 2009, freezing precipitation began falling around 2300 hours and continued until after the accident. The freezing precipitation consisted of light freezing rain and ice pellets. Prior to take off the flight crew completed their checklists including the instrument meteorological conditions and the instrument rules flight plan. The flight plan was filed accordingly.
