There are two types of cities that existed in Texas, they are home-rule cities and general-law cities. In the state of Texas, there are approximately 900 general-law cities and 350 home–rule cities (Brown, pg. 81). The general rule is the population of the city that determines if the city in general-law or home-rule. General-law cities operate under the legislature laws, the city have very limited power.
