Bureaucracy is a type of formal organization. Bureaucracy has three main characters and two branch characters base on main characters. First is the specialization. The professor would assign projects to students and teach them how to finish projects. After the due day, the professor will give refunds as class points to students base on their group projects. Then, group leaders would be the one check everyone’s competences and final submit the project. Also, if the members can not finish their tasks on time, the leader needs to find out a way to fix. Finally, for each projects, there are three tasks: identifying the problem and coming out a mathematics model, applying the model by programming language and coming out a flow chart, and coding base on that flowchart.
There are two written rules during the project for this bureaucracy. First, the project rubric is the mainly rules for each group. They need to follow it to obtain the final class points after the project has been graded. Second, each groups should have a written schedule for their group members. In order to make sure each members finish task on time, by the beginning of the project, each groups should have a schedule for project achievement. First, the bureaucracy does not work when more than half people in it do not follow the rules. As the bureaucracy must has a clear hierarchical, the target is also separated into different levels. When these tasks has an order, the prerequisites’ not meet will leads to dysfunctions of the after task. In the example, once the mathematics modeling and flowchart absent, the programmer needs to finish all works for members in the same hierarchical level, which is impossible. And the non-fully carrying through of a lower hierarchical level will influence the perfection of upper hierarchical. Then the target of bureaucracy can never be achieved or become subpar. Second, the disconnection of bureaucracy members will also leads to dysfunctions. In this case, the written rules will not be followed and replaceability can not work. It happens usually when bureaucracy members are not focus on the target or written communications and records do not attract attentions. In this case, the only written records may not be enough. People will pay more attention only if the communications happen face to
