Introduction
In the Cameroon, the enrolment rate of primary school has achieved more than 90% however, the achieve rate is still less than 80% and there are many children out of the school. There may be problems of quality of education. First, I researched enrolment, survival, dropout and repeat ratio annualize and analyse the problem behind them. Second, I report the teacher circumstance related to the quality of education.

2-1 Primary school enrolment rate and survival rate
The net enrolment rate in Cameroon is 100% for male in primary school, whereas for female 87% (UNICEF, 2014). The reason of deference between enrolment male and female ratio may be because of the cultural aspect which is family strategy for survival. (Akam, 2009)

Cameroon has two official languages which are English and French. From the first grade, Cameroonian students should learn both languages because of the colonial policy. Some parents believe that if their children master the official language, they have jobs in the future (Echu 2004). Normally, teacher teaches in English or French in the class. Therefore if teacher’s local language is different from students, they cannot support students who cannot understand English and French. Another reason of dropout and repeat grade in first grade may be the low level of the rate which the children go to preschools. It is 26% in 2009 (UIS 2011). If preschool can support for children to practice French or English, the rate of dropout or repeat in primary school might improve. Moreover, if the policy change and students use the local language flexibly in primary school, this rate might improve even if recruitment problem
