The purpose of this Emergency Operations Plan (EOP) is to construct a comprehensive plan that is valid, structurally organized, easy to follow, and understandable. This EOP is designed to describe the responses of the town of Lexington Kentucky across the entire spectrum of emergency disasters. Its goals aim to mitigate, prepare, respond, and recover:

It applies to all state and government departments and agencies that are tasked to provide assistance in a disaster or emergency. Lexington’s EOP is deliberate in interlacing government, industry, commerce, nongovernmental organizations, and the people of the county to work together as one team for the protection of our county, our neighboring counties, our region, and state. This multi-use plan will be enacted when the resources of any single entity are exhausted and memoranda of agreements with other entities must be enacted and/or the coordination of a multi-agency or jurisdictional approach is required to meet the demands of an incident or accident. Contained within are the fundamental policies, strategies, and general CONOPs to be used in control of the emergency from onset through post disaster. During a major conventional war, Lexington Fayette might be affected by national economic controls. If a disaster is in the United States, or an overseas conflict involving conventional weapons results in a large amount of casualties, the U.S. government can activate the National Disaster Medical System. Lexington-Fayette is the coordinating center for this region and would act as a reception center (Lexington).
-Terrorism: Lexington is the urban center of central and eastern Kentucky. Lexington Fayette has a number of locations that may be considered potential targets. While the probability of terrorism or an incident in Lexington is low, the potential for a terrorist act causing great destruction is high
