The people had no power and no rights. Enlightenment ideas spread as the people started questioning their relationship with the king. The people were put in a social class of 3 estates. The 1st estate was made up of the clergy of Roman Catholic Church who scorned Enlightenment ideas. The 2nd estate was made up of nobles who held the highest offices in government and disagreed about Enlightenment ideas. The 3rd estate was made up of the bourgeoisie, urban lower class and peasant farmers who embraced the Enlightenment ideas. The people of the third estate were treated unfairly. They paid 98% of the taxes, have more population than the 1st and 2nd estate, but less land, and the voting system was also unfair because each estate gets 1 vote, the first and second estate will always side together. The Estate General never called to meet and the people 's voice does not matter. The people of the 3rd estate wanted a constitution, but the King wouldn 't allow it so the people wrote a cahier. The people declared themselves a National Assembly. The people meet in the tennis court and called it the “Tennis Court Oath”. The people always meet until they got the constitution. The Assembly issued the Declaration of the Rights of Man. The citizens were allowed to participate in law makings; there are new middle class officials, and new and fair taxation system. In 1791, the members of the Assembly worked together to make a new constitution. The church tax was abolished, the feudal title was abolished and women gained some freedom. In January 1793, Louis was executed. The period following Louis 's execution became known as “The Terror”. The Terror came to an end when the people got sick of all the killing in the mid-1794. After The Terror ended the Directory reached a crisis point. The government was running out of money, there were food shortages and France’s armies had been badly defeated in wars in Italy. The Directors began looking for
