Government agencies submit budget requests to OMB with the details of costs. During the months of November or December of every year the OMB sends budgets adjustments back to the agencies. Agencies can appeal OMB’s decisions before the final budget is completed and submitted to Congress by the president before the November deadline. OMB handles the budget submission for Congress as well as any detailed additions.

Simultaneously, the process of deliberation of the annual appropriations bills for flexible spending is conducted by Congress. Flexible spending is divided among subcommittees. Every year in April the subcommittees begin their hearings to approve appropriations bills that pass on a regular basis from May to September yearly. The process known as conference takes place where the combine bill is passed by the House and Senate. In this process, leaders of both the House and Senate discuss the final version for every bill before approval by each chamber.
The bill is sent to the president for his signature after the final appropriations bill passes both the House and the Senate, .
