Technically operation efficiency of a machine is defined as a measure of how well an input in the machine e.g. electrical power is converted into an output. Efficiency is measured as the ratio of physical output to physical input (Topp et al, 2008). The operation efficiency of the machine is measured along with the following dimensions; the company has a budget for servicing equipment, operation staff are involved in doing minor maintenance staff, staff are regularly trained, the company invest in new technology, there is an existing policy that guide maintenance of equipment, operation staff are sufficiently trained to carry out maintenance and each equipment has a service schedule. Dependent variable of electricity network performance is operationalized with the following variables, the availability of equipment, system reliability and revenue collection.
