Full command was executed according to the organizational structure of the armed forces, all deriving from legal authority of the appointed commanders. Operational command or operational control as delegated authority of command of assigned units was executed in order to effectively organize the command and control system and carry out assigned tasks resulting in the grouping of forces and organizing task forces for the conduct of the operation. Although the military district commanders enjoyed the freedom to choose the mode of organizing the forces, the most common way was the establishment of operational groups organized under a particular military district.
