According to Cooper et al (2012), “with reading intervention, we don’t wait for a problem to occur; instead we recognize that a student is beginning to struggle and provide the necessary instruction to help him or her catch up” (p. 347). Schools have adapted a reading intervention procedure called RTI (Response to Intervention). RTI provides multiple tiers of support for reading difficulties. “RTI is designed for the use in both general education and special education, creating a well-integrated system of instruction and intervention guided by student outcome data” (Cooper et al, 2012, p. 347). There are three tiers of intervention, tier one is taught in the classroom and is directly related to the core instruction; tier two is taught in small groups or individually either in or out of the classroom; it designed to improve students reading levels at a fast pace. The third tier is designed for students with a reading disability. A reading specialist provides the instruction on a one-on-one basis. According to Cooper et al (2012), “struggling readers need both core instruction and acceleration intervention to make more than adequate yearly progress”
