The Residential Zone in Palmerston North contains a wide variety of both residential and non-residential activities. The retirement village is classified as a non-residential activity. The effects of the retirement village can be made compatible with those of residential activities by mitigating its higher visual presence and having a design that provides cohesion and good transition to the adjacent residential dwellings. These can be achieved by appropriate consent conditions.

Having regard to Part 2 and any document referred to in section 104(1)(b) of the Resource Management Act 1991, it is considered that granting this resource consent achieves the purpose of the Resource Management Act 1991.
Recommendation
It is considered that the environmental effects as a result of this proposal will be no more than minor. It is also considered that the proposal is consistent with the relevant objectives of the Palmerston North City District Plan. Pursuant to Sections 95A and 95B of the Resource Management Act 1991, the Council decides not to publicly notify the application, as the Council is satisfied that the environmental effects will be no more than minor, and affected parties provided written approval.
It is my recommendation that the application of Joseph Bloggs for a retirement village at 12 Smith Street, Palmerston North be granted, pursuant to Section 104 and 104B of the Resource Management Act 1991, subject to the following conditions, imposed under Sec 108 of the Resource Management Act 1991:
