History
The Soldiers Rehabilitation Act of 1918 became the thrust for the establishment of a civilian program serving individuals with physical disabilities. The Soldiers Rehabilitation Act led to the enactment of the Smith-Fess Act (1920) which established a similar national program for civilians with physical disabilities. President Roosevelt signed the Social Security Act in
