While on patrol you observe a male party wearing dark glasses and using a white cane, handing out cards designed to solicit money. Later in the day you observe the same male without the glasses and cane, but with the cane folded up in his hand. He is walking without difficulty. Since begging is not illegal, what actions (if any) can you take? As approaching the man, I would identify myself and the concerns that I have since earlier seeing him with glasses and a cane and now he is not using either. I would ask for the man to produce his identification card, if there is no card, I would ensure that the man is aware that he is committing an offence under the Blind Persons’ Rights Act. I would ask about the man’s living situation. I am figuring that since he is soliciting money on the street under this alias he has no money to pay a fine.
