The Articles of Confederation was the first constitution for the United States. These articles gave most of the power to the state governments. They kept the states independent which caused several problems. One issue is that they lacked the ability to levy taxes. Another issue is that they could not regulate commerce. Because of all these issues they ended up needing a stronger government which lead them to the Constitutional Convention.

It was created by James Madison thought it was presented by Edmund Randolph who was the governor of Virginia. The purpose of this plan was to protect the states’ interests in the new government. This would allow them to become stronger than they were when they were under the Articles Of Confederation. Most of the plan was adopted and put into the constitution.
New Jersey Plan
The New Jersey Plan was introduced by William Paterson. The New Jersey Plan was the response to the Virginia plan. The New Jersey plan gave congress the power of setting and collecting taxes. This Plan called that only one person voted per state. The population of the state had no effect on the vote. This was used to make it even for all states even if they don’t have a large population.
Eventual Compromise
The Eventual Compromise was also known as the Connecticut Compromise. It was presented by Roger Sherman. The new compromise helped resolve issues of representation in congress. The compromise established a two house legislature. It proposed a solution to the debate on whether smaller or larger states should have more power. The larger states believed that it should be divided proportionally on how much they contribute. The smaller states wanted it to be divided equally where they all get the same power no matter what the population
