Many local government officials may not see planning as a priority, and even more often they do not believe that disasters will affect their communities. Often those officials see the training needed for an effective emergency management plan as an expensive and believe that the costs associated with training and planning outweigh the benefit of the end result (Petak, 1985; Condrey, 2010). However, proper emergency planning will enhance effective implementation during disaster response and recovery. As we know that prioritization can have negative consequences if the event, with a low likelihood of occurrence and a low priority for preparation, happens to occurs, therefore we should develop an emergency operations plan that will encompass all foreseeable type of emergencies. Instead of allocating resources to only high priority likely emergencies predictable for our city, I will advice that we should take proactive steep to allocate adequate resources for training and preparation for all type of emergencies. Some of our capability include resident’s ability to request assistance from calling 911 for emergencies which will automatically dispatches emergency services, police, fire or medical personnel; this has been tested and it is working effectively. Some other resources which were made available due to expected emergencies and preparation for them include resources for stranded victims such as packaged foods and potable water, to temporary shelter and medical assistance. Communication systems used by rescuers, a central command center and the support personnel being deployed at the various levels was a vital component and also available. The ability to move people before and after the disaster emergency hit was also a critical element but right now we have a contingent evacuation plan and available transportation for that. The availability of personnel at all levels for support turned out to be another area of significance; however, through joint training exercises with all the stakeholders both within and outside our city, we have that under control.
