There are several options. First, become educated on what is and is not child neglect. Second, be aware of the signs of neglect and consider if they are intentional or unintentional. Third, never confront a parent or guardian directly. Not only could this be dangerous for the observer, but could result if stronger abuse on the child. Forth, if you believe a child is in a very serious amount of dangerous call 911 immediately. If not, immediately call this hotline number for child abuse 1-800-422-4453. This is the best way to help a child that is being neglected. If you are not fully sure the child is being neglected, you should still call. It is better to be safe than sorry.
