Effectiveness is one of the hardest thing for a policymaker to actually discern. Most of the time you have to base it on assumptions and projections which make it difficult to make a real picture of how things will actually turn out. It’s very apparent though, based on how many complaints are made daily about how government programs aren 't meeting the various expectations set for them by the American public, there needs to be a system in place to determine how effective or ineffective policies
