Today we resume our series on the basic elements of democracy with a look at the rule of law.

In 1689, John Locke wrote: "Wherever law ends, tyranny begins."

The principle of the rule of law means that both government and the governed are subject to the law.

法治的原则,是指政府和被统治者在法律面前完全平等。

Government decisions and actions are made according to the established laws rather than by arbitrary action or decree.

政府的决策和行动必须依据既定法律,而不能任意妄为或越过法律部门直接裁决。

The rule of law is an essential aspect of any free society. The legitimate rights of individuals cannot be adequately protected in its absence.

法治在任何自由社会都是重要的方面,没有它,个人的合法权利就得不到充分的保护。

The rule of law is contrasted with "the rule of men," or the arbitrary rule of individuals in which no person's rights are secure.

法治人治截然对立,也与没有个人安全可言的专制统治对立。

The rule of law is therefore the opposite of the rule by the personal inclinations and arbitrary judgment of those who hold political power.

因此法治与个人倾向和掌权者的独断也完全不同。

The rule of law protects the rights of individuals. It does so by ensuring that the power in the hands of public officials and those acting on their behalf, such as the police and the army, is limited.

法治保障的是个人的权利,其方法是通过仅给执政的公职人员和那些代表他们的暴力机构如警察和军队以有限的权力。
