An aircraft is considered in flight when

all external doors are closed following boarding until when one of the external doors are open to allow disembarkation

Venue

Trial or any offense shall be in the district where the offense was committed


If the offense is outside the jurisdiction of any particular state or district, trial held in district where offender first arrested.


If neither applies, trail will be in distract of offenders last know address.

Air Piracy

Seizure or exercise of control of an aircraft by force, violence, or intimidation, or threat thereof with wrongful intent, and while in the special aircraft jurisdiction of the US

Interfere with the performance of the duties of a flight crew member or flight attendant or lessen the ability of a flight crew member or flight attendant to perform their duties, or by assaulting or intimidating the flight crew member or flight attendant.

established by JFK in 1961 as an extenstion of the Customs Service.

involves the use of random anti-terrorism measures. Teams of FAMS, TSI, TSO and K9 handlers conduct strikes throughout the airport with the intent of disrupting terrorist or criminal plots or acts, as well as to throw off surveillance of aviation security procedure.
