Protective tariff
- British ships have low prices so issued protective tariff
- limited competition from abroad on many items, especially cloth
- but agriculturers would have to pay higher for manufactured goods
Factor system
government factors (or agents) in the west supplied the tribes with goods at cost
- dependency of natives = easier to control

Seminole War
-Andrew Jackson in Florida tries to stop raids on American territory by Seminole Indians south of the border
- Used orders by Calhoun as an excuse to invade FL
- Adams tells the Spanish that they had the right to defend itself from threats across borders... also showed Spanish that US could easily take down FL
- Adams-Onis Treaty: ceded all FL to US, we gave up claims to texas
Panic of 1819
- high foreign demand for American farm goods
- stimulates land boom in west, land prices rise
- there was availability of easy credit to settlers and speculators from state and wildcat banks --> fuels land boom
- but new national bank began tightening credit, calling loans --> leads to failure of state banks
Tallmadge Amendment
- Missouri applies to Union with slavery
- Tallmadge proposes to prohibit further intro of slaves in Missouri- gradual emancipation
- at the time 11 free and 11 slave states
- Missouri as "free" would upset balance
Missouri Compromise (1820)
- Senate agreed Maine would be free, Missouri slave
- Speaker Clay guided the bill through House
- shows tensions of sectionalism
Thomas Amendment
prohibiting slavery in the rest of the Louisiana Purchase territory north of the southern boundary of Missouri (36, 30 parallel)
Flecther v. peck (1810)
- protection of property rights
- Land grant was a valid contract and could not be repealed
- one of earliest ex. of court asserting its right to invalidate state laws

Dartmouth College v. Woodward (1819)
-NH was given charter for college by king, now Republicans want it to be a public college
- Daniel Webster defends the college
- Charter was a CONTRACT and states couldn't invalidate it
- restrictions on states ability to control corps
Cohens v. Virgina (1821)
- VA convicted Cohens for selling lottery tickets to purchase land
- state court says it's illegal
- Marshall overturns it: supreme court has power to review decisions of state courts in issues involving powers of fed gov't
McCulloch v Maryland (1819)
- MA wanted to tax a branch of the BUS: thinks they're a business so we can tax them
-Marshall says BUS is necessary and proper (elastic clause) for gov't
"Power to tax = power to destroy"
"Power to create = power to preserve"
Gibbons v. Ogden (1824)
-NY giving monopoly to Ogden to conduct ferry business across Hudson
- Congress gives Gibbons to trade on Hudson (interstate commerce NY and NJ)
- who has right to conduct trade? Only congress has right to regulate INTERSTATE trade
Johnson v. Mcintosh (1823)
- Marshall states tribes had basic right to their tribal lands
- individual americans couldn't buy or take land from tribes... only fed gov't could do that
Worcester v. Georgia
- court invalidated Georgia laws that tried to regulate access by US citizens to Cherokee country... only fed gov't could do that
- tribes were sovereign entities NOT subject to state gov'ts
Monroe Doctrine 1823
- do not interfere with Western hemisphere (work of JQadams his sec of state)
- Great Britain supports: don't want to see other Euros take Spanish free colonies, Brit wants to trade with them
- we feared that Spain's euro allies (France) would assist Spain in retaking its lost empire
- nationalism

- proposed creating a great home market for factory and farm producers by raising the protective tariff, strengthening bank

- Election of 1824
- Jackson received more popular and electoral votes than any other BUT NOT A MAJORITY
- 12th amendment: HOR to choose among the 3 candidates with largest #s of electoral votes
- Clay endorses JQAdams and so he wins
- Adams names sec. of state Clay
JQAdams has bad administration!!
- Jacksonians in Congress blocked all "American system" plans
- Congress delayed approving Panama mission bc didn't want whites mixing with blacks
- governor of Georgia defied president and proceeded with plans for Indian removal
- support for new tariff on imported goods -- paying more for raw materials (southerners called tariff of abominations)
