RESPONSIBLE FOR THE STISFACTORY ACCOMPLISHMENT OF THE MISSION AND DUTIES ASIGNED TO HIS COMMAND.
FLEET COMMANDER MISSION
A. Plan for and, when directed, conduct Joint and Combined operations in support of designated Unified and Allied Commanders
B. Train, certify and provide maritime forces to respond effectively to global contingencies.
C. Conduct joint/combined training in support of USCINCACOMISACLANT objectives.

Conduct maritime operations in accordance with:
1. COMSECONDFLT- responsible to the Commander in Chief, US Atlantic Fleet (CINCLANTFLT)
2. COMSTRIKFLTLANT- responsible to Supreme Allied Commander Atlantic (SACLANT)
3. CJTF- Responsible to Commander in Chief US Atlantic Command
(US CINCACOM)
Staff Duty Officer (SDO)
Action high interest items. Reports directly to the battle watch commander. Reads through message traffic, generally officer or chief
Intelligence Duty Officer (IDO)
Joint Intelligence Center (JIC) Watch Officer- Assist J2 (ACOS for Intelligence) on all matters related to operations intelligence and JIC operations. Coordinate augmenters for JIC operations, coordinate tailored intelligence support, serve as senior analyst responsible for training and daily operations of JIC, coordinate all matters relating to operations intelligence, targeting and exercise support.
Discuss the purpose and function of the Joint Operations Command Center (JOC).
The JOC gathers, processes, displays, evaluates, disseminates data pertaining to land/ground, air, maritime, and SOF in support of Commander, Second Fleet.
A. Flag Lieutenant
Responsible to the commander for scheduling, administrative, social, and protocol duties he may assign.Keep COS, Flag secretary, BWC, SDO, OOD informed of all prospective movements of the Commander, and keep COS and Flag Judge Advocate informed of all issues involving the standards of conduct and government ethics
Flag Secretary
Serves as principal administrative assistant to the Commander. Duties include coordinate Staff distribution and manning issues; supervise flag allowance, including barge crew, driver and admin assistants such as Division Officer. As a boat officer, he is responsible for oversight of maintenance and safe operation of the commander's barge. Also keeps the public affairs officer informed of staff’s activities to assist in establishing an effective public affairs program.
Judge Advocate General (JAG)
functions as an advisor and special assistant to the commander concerning all legal matters impacting the fleet, including operational law, the law of the armed conflict, rules of engagement, negotiation and conclusion of international agreements, application of interpretation of treaties, law of the sea, standards of conduct and government ethics, privacy act and freedom of information act, environmental law issues, and military justice matters.
Current schedules
Assists in the scheduling of all units under COMSECONDFLT OPCON. Duties include maintaining current quarter scheduling database, prepare monthly COMSECONDFLT "transit sheet" detailing all scheduled transits for the quarter, review all port visit requests and readdress/process all requests.
Special operations
act as principal action officer for integration of special operations forces (SOF) into fleet and joint exercises and as advisor for all training and exercise matters relating to SOF training and operations. Assist in the preparation of war plans, contingency plans and special plans. Represent COMSECONDFLT on all matters pertaining to SOF operational readiness and employment of assigned forces. Assist in time sensitive planning as a member of the crisis action team.
Meteorology and Oceanography (MET0C)
Responsible for all matters pertaining to Meteorological and Oceanographic operations for units under COMSECONDFLT OPCON. Assist J3 (OPS) in all matters pertaining to the COMSECONDFLT Joint Multi-mission Operations and Planning Complex (JMOPC) and Joint Operations Center (JOC).
Discuss the relationship between the Embarked Staff and the Flagship.
The relationship between the Command ship and embarked staff is governed by the US Navy regulations. The staff is subject to the internal regulations, orders and routine of the Command ship. Members of the staff are to create and preserve a spirit of cooperation and mutual respect.

ACOS for Operations: Assist the commander in the discharge of his responsibility for the direction and control of operations. In the capacity, he directs staff to plan, coordinate, and integrate operations of all forces under OPCON of COMSECONDFLT/COMSTRIKEFLTLANT/CJTF to ensure unity of effort and successful accomplishment of assigned missions.

ACOS for Command, Control, Communications, and Computers Intelligence (C4I): Responsible for providing COMSECONDFLT/COMSTRIKEFLTLANT/CJTF and subordinate commands with latest technology to support command information processing, transfer resources and information systems.

ACOS for NATO: Principal assistant to the Commander and Chief of Staff for NATO matters. To this date representatives from NATO have been placed in each J-Code (Jl-J7)
