When was the congestion charge introduced?

Why was it introduced?
|
Aims to reduce traffic between 10% and 15% but on the first day of its introduction due to congestion being a serious problem in Central London with average speeds of 5mph.

How did it result? (Short term)
|
it resulted in a 25% reduction, however this could have been down to the reason of it being the first day of half term.

How did it result? (Long term)
|
It has been successful and resulted un a drop if traffic by about 17% and speed within the city has increased (Euston Road for example) up to 20mph.

How did it result for those on public transport, motorcyclists and scooter riders.
|
Journey times have halved for those on motorbikes and scooters and there was a significant increase in those using the tube and buses.

What problems has the congestion charge caused?
|
Tolls and penalties have not been paid on notice and collection is very difficult. Shops in the city centre have taken a drop in business and claim the congestion charge is responsible due to it (allegedly) discouraging people travelling into Central London.
