What the plan proposed: Modify the Articles of Confederation
Major Goals: A single house where the states would have equal representation, as well as raise taxes, and regulate trade
Problems with plan: If the taxes are regulated differently in each state people may move to one state for the lowest tax

What the plan proposed: Get rid of the Articles of Confederation all together
Major Goals: The legislature be divided into two groups and two houses (the first house was voted for and the second appointed by the government)
Problems: Population would give the bigger states more votes compared to the smaller states that would get less votes

Each state would get represented according to their side, but each state would also get equal representation in the senate. |
