Negligent discharge of weapons were on the rise in Afghanistan due to poor command emphasis on firearms safety that consequentially allow soldiers to develop bad habits in handling of weapons. The incident of Somalia Affair, a Somali teenager scavenged for food in Canadian barrack was shot and brutally beaten to death by two soldiers, revealed the lack of training in ethical and moral education, rampant indiscipline, and poor leadership management that existed and ignored by military leaders over a period of time . Tri-service does contribute an important role in fostering respective service ethos and culture to display its distinct functions and it establishes a degree of responsibility to achieve organisational objectives. This resulted in cutback of appointments, integrated training, operations, logistic and administrative support under a single chain of command, and achieved in overhead cost saving by eliminating duplicate of services and facilities, and reduce lead time in arranging and resolving logistics and administrative matters. The divisional structure in CAF allows the Commanding Officer of a division to oversee all of its unit functions and able to make decisive decision. It also offers soldiers with opportunities to discover new skills beyond their area of expertise . This less hierarchical structure, organises along business of tactical grouping of functional units in a division, places less emphasis on core competencies that might result in situation where soldiers are not well versed in dealing with unfamiliar equipment in a new environment and it may have weaken the operational effectiveness, and the erosion of military ethos due to mismatch of service
